US, North Korea cut summit short without deal
미국과 북한은 결론을 도출하지 못하고 정상회담을 일찍 마쳤다.

US President Donald Trump and North Korean leader Kim Jong-un have cut short their summit in Hanoi after failing to reach an agreement on denuclearization.
트럼프 미 대통령과 북한 지도자 김정은은 비핵화에 관하여 합의를 도출해 내지 못하고 회담을 일찍 마쳤다.

The meeting was intended to lead to the first clear steps towards dismantling North Korea’s nuclear weapons program, but the US President said he could not agree to Kim’s demand for all sanctions on Pyongyang to be lifted in exchange for the destruction of its main nuclear facility.
이번 정상 회담은 북한의 핵무기 프로그램을 폐기하는 첫 단계로 이어지는 것이 목표였으나, 트럼프 미 대통령은 메인 핵시설의 파괴의 대가로 모든 제재를 풀어달라는 김정은의 요구에 동의할 수 없었다고 말하였다.

Trump also said he wouldn’t rush into a bad deal and wanted to see more commitment from North Korea.
트럼프 미 대통령은 좋지 않은 협상을 하려고 서두르지 않을 것이고, 북한에서 더 많은 책임을 지는 모습을 보고 싶다고 말하였다.

"Basically, they wanted the sanctions lifted in their entirety and we couldn’t do that. They were willing to denuclearize a large portion of the areas that we wanted, but we couldn’t give up all of the sanctions for that. So we continue to work and we’ll see but we had to walk away from that particular suggestion."

South Korean business owners had high expectations for the Trump-Kim summit hoping it could have led to investment opportunities in the North. For some who used to operate factories in North Korea, they had hoped the meeting would pave the way for them to return to work across the border. Bruce Harrison has the story from Goyang in South Korea.
한국 비즈니스맨들은 북한에 대한 투자 기회로 이어졌었으면 좋을 뻔 했다며 미북 정상 회담에 높은 기대감을 표시하였었다. 북한에서 공장을 운영하던 한국인들은 이번 회담을 계기로 국경 넘어로 되돌아 갈 수 있게 되기를 희망하였다. 대한민국 고양시에서 브루스 해리슨 기자가 전한다.

Lee Jong-deok used to run a highly profitable underwear business at the Kaesong Industrial Complex in North Korea. He says 90% of South Koreans have worn Young Inner Forms bras, panties and briefs, but he says he’s been bleeding money since Seoul forced him to relocate south of the border. South Korea shut down the complex in 2016 to punish North Korea for nuclear testing.
북한 개성공단에서 수익성이 높은 속옷 비즈니스를 했었던 이종덕씨는 90%의 한국인들이 영이너폼의 브라, 여성팬티, 남성팬티를 입었었지만, 한국정부에서 자신의 사업을 한국으로 이전시키고는 수익성이 악화되었다고 말한다. 북한이 핵실험을 하자 한국정부는 2016년 북한을 혼내기 위해서 개성공단을 폐쇄하였다.

"I’ve been to heaven and hell because of this. I’ve never expected this to happen."

South Korean businesses employed tens of thousands of North Koreans at the cross-border economic project.
한국의 사업가들은 개성공단에서 수 만명의 북한주민들을 고용하였었다.

North Korean labor is much cheaper and the companies operated tax-free. When Kaesong suddenly closed, owners had just a day to grab what they could and return to the south. Most left all their equipment behind.
북한 노동력은 훨씬 저렴하고, 회사들은 면세로 영업을 하였었다. 개성공단이 갑자기 폐쇄될 때, 사업 소유주들은 단 하루 만에 챙길 수 있는 것들을 챙겨서 한국으로 돌아와야 하였다. 대다수의 사장들이 기계들을 전부 놓고 왔다.

It cost five times more to make these bra pads in South Korea than it does in the North.
한국에서 이러한 브라 패드를 만들려면 북한보다 다섯배 더 비쌉니다.

The owner of this factory believes if he’s able to return to his facility just north of the border, he’ll be able to keep up with South Korea’s fast fashion demands.
이 공장의 소유주는 개성공단에 있는 자신의 공장에 돌아갈 수 있다면 급속하게 변하는 한국의 패션 수요에 따라갈 수 있다고 생각합니다.

When Kaesong shut down, he was operating a second factory in Cambodia, but he couldn’t meet demand so he opened factories in Vietnam and South Korea. Other owners gave up.
개성공단이 폐쇄되었을 때, 그는 캄보디아에서 두번째 공장을 운영하고 있었으나, 수요를 따라가지 못 하여 베트남과 힌국에서도 공장을 열었었다. 다른 사장들은 포기하였었다,

"This has been a huge loss for companies in Kaesong because of the money we invested in North Korean workers and equipment which is now sitting idle and likely falling apart. Who is going to pay for all of that?"

Politicians here are split over reopening Kaesong. Seoul gave Pyongyang about a hundred million dollars annually to pay workers’ wages.
한국의 정치인들은 개성공단의 재가동문제에 이견들을 보이고 있다. 한국은 북한노동자 임금으로 북한에 매년 1천억원가량을 주었었다.

He says the "Made in Kaesong" label used to be a selling point, especially among North Korean defectors hoping to feel closer to home.
이종덕 사장은 개성공단에서 만들었다는 점이 홍보효과가 있었고, 특히 자신의 고향인 북한과 가깝게 느끼고 싶은 탈북자들에게 홍보효과가 좋았었다고 말한다.

But Koreans north of the border could not actually buy his products. He wants that to change. He hopes future talks will lead not only to political progress but pay financial dividends as well.
하지만 일반 북한주민들은 이러한 제품들을 살 수 없었고, 이종덕 사장은 이것이 바뀌었으면 좋겠다고 생각한다. 그는 향후 북한과의 대화가 정치적으로 개선될 뿐 아니라, 재정적 수익도 생기기를 희망하고 있다.
